Professionally, it would be water rights. I sat on the United States Water Resource Council and I represented the states for two terms. I also served on the Western States Water Council.

Best Advice:
Respect the dignity of persons to the extent that you listen attentively to hear their problems; give them the best service you can and do it within the law. Don’t try to beat the law.

Passionate about:
The worth of every human being; remembering that every person is, above all, a child of God entitled to be heard and to have his or her problems aired. Remember that everyone is a human being.

Biography Excerpt:
Ray W. Rigby is an attorney with Rigby, Andrus & Moeller, a firm he founded in 1951. He is a country boy raised during the Depression years, whose unique penchant for debate and public speaking enabled him to rise through the ranks of politics and law. Throughout his 59-year career, he has served as county attorney, state senator, and on numerous boards and committees for the state of Idaho and other organizations, including his church. “I said I could live on the ranch and practice law, and that’s just what I did,” he says

Cambridge Who's Who: Did you always want to become an attorney?  
RAY W. RIGBY :  When I was in high school, my big thing was the Future Farmers of America (my family owned a ranch). I had taken up FFA public speaking and won the regional FFA public speaking award. I had a friend who was an attorney and I had never heard of the occupation before. I took up debate my senior year and my team won second in the state; I was selected as one of the ten top debaters at the state meet.

How do you remain current in your profession?
In the water business, we have regular accounts of status. We talk about natural flow. I read industry-related journals and publications about the water business. I keep up on estate planning, which is subject to change all the time.

What is the most difficult obstacle or challenge you have faced in pursuit of your goals?
The most difficult obstacle is to render service in a proper manner with a reasonable fee that the client can understand. It’s a constant challenge to the lawyer to try to keep up a good image in the community and still be paid [adequately] for the work that he did.
